Neighbourly help
Up to date advice is on www.nhs.uk/coronavirus The shut-down to avoid spreading the disease means we are finding ways to assist each other, without putting ourselves at risk. Colleagues and I have set up or are supporting networks of known volunteers in each village, with a central contact point.

Working with government
My weekly meetings with ministers on-line have worked on PPE in care homes as well as in the NHS, testing, support for the vulnerable, for businesses and funding for Councils.
Together we made the case clear and have so far got £3.2bn to cover some of the costs to Councils. Every Council gets its share. £1.224m for NKDC and £35.467m for Lincolnshire County Council.
Supporting the vulnerable
Our GP’s created lists of the medically most vulnerable who were issued weekly food parcels. The District Council now has 20 staff ringing 10,000 people to make sure they have what they need. 01522 789089. More on the website. www.lincolnshire.gov.uk/coronavirus
Local Community Grants from me

Business Grants
£10K and £25K for small businesses in leisure and food service industries that have been forced to close in the lockdown. https://www.n-kesteven.gov.uk/coronavirus/
Staff can now be furloughed for longer until June 30th, with 80pc of the salaries paid by central government.
Supporting our Recovery – blue sky thinking
I have a joint committee with Government ministers looking at ways to assist the recovery to a “new normal”. Can we keep our strengthened communities, clean air, using local shops, home-working?
The government wants to make sure that businesses and charities are still here after the lockdown, ready to pick up the pieces and help the economy. They instructed leisure businesses to shut down and all businesses and charities where it was not possible to obey the social distancing. Hence the payment of 80pc of salary for employed or self-employed people and easing of loans.
We are now thinking about ways of enabling more businesses to reopen, while keeping people safe, such as recycling sites, garden centres and construction.
I gave strong support to our Council working on some big developments for a business park with good environmental additions, the heart of Sleaford improvements and 33 new council homes.
NHS Funding and Hospital Car Parking
The government has increased funding to the NHS by £33.9bn annually, plus a one-off £1.8bn and also wrote off the £13.4bn NHS debt. Hospitals have been using car parking charges for income. However, the companies contracted to run them ruthlessly charge large fines and pass on little to the hospital. From April, the Government expects certain people to get free hospital parking, that is, disabled people, frequent outpatients with long term conditions, and at night-time, staff and parents of sick children. The United Lincolnshire Hospitals Trust Chief Executive wrote to me to say the car parks are now free.
Smaller Council – North Kesteven
The Council has reduced the democratic representation by reducing the sizes of Full Council, the Planning committees and Scrutiny committees. (Scrutiny checks the performance of the Council and help develop policy.)
This is in order to have fewer voices on-line for remote meetings. More councillor engagement is expected to return once the crisis has passed.
Full Council reduces from 43 to 14
Planning from 43 to 20, the
Planning sub-committees from 22 and 23 to 11 members and Scrutiny from 13 to 8.
Most Councils are not doing this, but in the interests of collaboration at a time of crisis, we agreed to reductions, as long as the democratic balance was maintained, as required by law.
Sadly, the NK Administration group (previously conservatives) refused to co-operate on this aspect and have now taken disproportionate extra seats on both planning sub-committees, Eastgate and Lafford. The number of seats on the Council overall is correct, but we shall be watching very closely to see how those members speak and vote on those planning committees. n-kesteven.gov.uk/Council23April

Crematorium at Thurlby refused at appeal
A huge thank you to local councillors and Thurlby Parish Meeting Chairman who attended the appeal and contributed, helping make the Council’s case. The inspector agreed that a rural localtion was not needed (LP2), that Lincoln had adequate plans for expansion in place and the crematorium would “urbanise the field” and “appear as a detached and conspicous development within an expansive, open countryside,” contrary to LP55.

Supporting the NHS, Carers and essential workers
Sir William Robertson School staff have been working flat-out making face protectors for the NHS using their school 3D printers. They are fund-raising for the materials.
Jordan William of Wellingore has had to postpone his help for heroes cycle-ride to the battlefields of France. His mother Carol Williams of Woodlea, Sleaford Road, Wellingore is donating the remaining jumble sale items to raise funds to help local people make face protectors and scrubs for our hospitals. She is also collecting hand creams for the hospital staff.
In Blacksmith Lane, Harmston Ava and Finlays have made cloth masks on offer for a donation to charity.

Allotments
Like me, you may be using this unexpected time to help others and to do a bit of gardening. By law, all villages have allotments for residents and many currently have some vacant plots of half plots. You could work them over, plant and eat by late summer!
